Position Summary



 



The PACE Vice President of Operations, Ascension Living, will report to the Chief Operating Officer, Ascension Living and is responsible for overall performance of the PACE operations in all assigned programs.  The PACE Vice President of Operations is responsible for clinical performance, financial performance, compliance, leading existing PACE program integration efforts, and contributing to and utilizing shared services that create value for each program as well as the entire organization.  This individual is responsible for modeling and promoting service excellence, hospitality, leadership development and the culture of Ascension Living PACE. This individual represents the organization and Ascension to others within local communities and nationally in addition to working closely with local Health Ministries of Ascension Health to fulfill efforts to build and operate a collaborative PACE model of care in the communities being served. 



 



 



PRINCIPAL DUTIES AND RESPONSIBILITIES





  • Constantly places the safety and quality of care and services provided to participants at the forefront of all practices and guidance.



  • Directly supervises and supports the performance of the Executive Directors (ED’s).  Responsible for ensuring the appropriate professional development, continual licensure, recruiting, hiring, and orientation of community leaders on an ongoing basis.



  • Maintains a working knowledge of applicable Federal, State, and local laws and regulations, Ascension Living Corporate Compliance Program, as well as other policies and procedures in order to ensure adherence in a manner that reflects honest, ethical and professional behavior.



  • Supports the ED’s to ensure the smooth transition of individual community systems to Ascension Living PACE systems as required and then ensures compliance with system utilization on an ongoing basis.  Systems may include:  IT systems, financial reporting systems, supply chain systems and programs, financial systems, human resources programs, quality management systems, and others. 



  • Ensures the assigned communities maintain good-standing with State and Federal licensing authorities, in coordination with clinical leadership.



  • Accountable for the financial performance of the assigned individual communities and in aggregate all assigned communities, based on objectives mutually agreed-upon with the COO.  Ensures performance management reporting to the support center, and achieve needed action plans.



  • Represents the needs of assigned programs to the system staff to solicit and gain the support necessary to help their communities thrive.



  • Works in concert with fellow regional team members and the support center team to identify challenges, opportunities, approaches to resolution, and to make recommendations to the COO for appropriate actions that lead the organization to improve.





  • Leads and coordinates operational assessments initiatives including scheduling and facilitating assessment team meeting with plans, assessment scheduling, report development and post assessment meeting with plans.

  • Identify operational process improvement opportunities across owned and managed plans and facilitate continuous process improvement initiatives to address identified opportunities.

  • Establish and maintain operations dashboard showing plan performance against accepted benchmarks



  • Works closely with the Ascension Living PACE Board to ensure interests are identified and achieved in concert with System objectives.



  • Provides technical assistance and support to PACE organizations including but not limited to the following:





  • Provider Network





  • Analyze local PO networks, identify gaps/areas of concern and develop plan resolve identified issues.



  • Support local staff implementation plan.



  • Assist in the development of local provider network for new and expanding programs including provider market analysis, outreach and contracting strategy.





  • Part D Operations





  • Provides operational support on Part D operations including bid development and submission process.





  • Program development and expansion





  • Write PACE initial and expansion applications.



  • Submit applications.





  • Communication and Shared Learning





  • Coordinate and facilitate PACE Strategy and Operations Council (PSOC).



  • Establish and manage list serve for multiple operations departments, i.e., transportation, dietary, etc. (non-clinical).



  • Facilitate peer to peer collaborative meetings with multiple operations departments.



Job Requirements

 



Education and/or Experience



 



  • Bachelor’s degree, Master’s degree in an associated discipline is preferred.



  • Three (3) - Five (5) year's PACE administration experience preferred. A combination of education and experience may be acceptable.

  • Must demonstrate on an ongoing basis the ability to develop and maintain good working relationships with co-workers and ministry leadership.



  • The incumbent must demonstrate the ability to communicate clearly and concisely on oral and written form.



  • Competencies needed for this position include strong interpersonal relationship skills, detail oriented, work in collaboration with others, demonstrate a high degree of integrity and personal commitment, possess strong analytical skills, be able to work independently and manage multiple deliverables at the same time.



  • Ability to function in a matrix environment and demonstrate a passion to succeed, be self- motivated, dependable, committed, and a willingness to see a project through to its conclusion.



  • Working knowledge and proficiency with Microsoft Office is required.
